Davis was born on December 18, 1947 in Amarillo to Hascal and Evelyn Elgin. He was veteran of the U.S. Navy.
He is survived by two daughters, Robyn Conner and husband Todd of Amarillo and Angela Rodriguez and husband Luis of Odessa; and four grandchildren, Jessie Owen, Sebastian Rodriguez, Luis Rodriguez, Jr., and Amber Rodriguez, all of Odessa; and one great grandchild, Ka’leah Owen of Odessa.
